Why is it possible to change legislation after massive catastrophic events?

So I know nothing about politics and while I try and read up on it, I"m still confused. Why is it that legislation (bill of rights) allowed to be changed after 9/11? I read that somewhere but I can't understand why?|||because the best way to get around the Constitution is to have a war. People tend to be willing to discard the Constitution during war if the new law supposedly protects them. Example - the horrible Patriot Act. Why is the war taking 9 years? Ask yourself that question.|||national security issues.





as a whole, the constitution has become pretty flimsy. it's not a be all end all great document and has always been open to interpetaion . probably ever since andrew jackson the us of a has had severe constitutional issues. congress seldom figures it out and most of these issues wind up at the supreme court. BUT in your issue, concerning 911, it was a national security issue.
