Where in Irish legislation is it held that a provisional licensed driver must be accompanied?

In what act/piece of legislation is it stated that a fully qualified driver must be in the passenger seat of the car while a learner is driving. I would appreciate isf someone could use references/accurate citataions. Much appreciated.|||It doesnt state that anywhere in the legislation.





What the Road Traffic Act 2006, s10 states is -





"(2) The Minister may make regulations to provide for all or any of the following:





(k) the conditions to attach to a learner permit and failure to comply with which makes the permit void"





One of the conditions the minister (Noel Dempsey at the moment) has put is that provisional licence holders must be accompanied by a full-licence holder.
