How legislation and control are used to reduce the enviromental impact of the construction?

Describe how legislation and control are used to reduce the enviromental impact of the construction and built enviroment sector?|||With no incentive or freedom to produce, there is no construction...everyone suffers equally (ahhh...the socialists' way).|||First there is an environmental impact study,

then, the land is called a "wetland" if it has a mud puddle, then a garden snail is renamed to Northeastern darter slug and then put on the endangered species list, then there is hazardous material like mold found on the property, and then if new construction can still proceed after that, they are required to spend 20% to build an art object, or add a park, or affordable housing, and the construction must be done with recycled material, and clean burning equipment.|||They raise the cost to the point of stopping any more construction.
