Can African and poor people expect legislation that will favor the poor and not the wealthy?

The administration has proposed legislation that will only tax the wealthy. Historically, the Democratic and Republican parties have been made up of the wealthy class. So, my question again is, Can African and poor people expect legislation that will favor the poor and not the wealthy?|||The issues raised by the GEC has lead to an increase in global cohesion for the government and financial leaders addressing these problems. As a result, it can be expected that the international money system will become more aligned and balanced across all nations. For the poorer nations that join in on these discussions and play a part in the global community then the improvements will benefit these poor. For the nations that continue to do there own thing and ignore the global community, then their pain will continue.|||Laws should be written to encourage gaining wealth. The status of being poor is not a permanent requirement. Any law that is is written to "favor" the poor only encourages people to remain poor. A just and humane society should not let people starve or go homeless, but beyond minimal support, no other incentives to remain poor should exist. Incentives to gain wealth improves the life of an individual, along with the rest of society. As for legislation to benefit black people, that is a racist concept. No law should be written to promote any race over another. All laws should be written to ensure ever race, religion etc. has the same and equal oppurtunity to succeed!|||No because Africans aren't citizens of the United States, they are citizens of Africa.|||Very little. The thing about poverty is, if you reward something, you get more of it.|||Your assertions are false. ALL of them.|||Ha, that's what I was going to say as well, you just beat me to it. XD
