What obstacles do the division of power present to enactment of legislation?

I am trying to figure out what problems are caused by the division of power in enacting legislation.|||Politicians, especially Representatives, cannot be expected to ever act against their constituents' interests for the sake of the public good if they want to be re-elected. Politicians know what the answers are. However, none of them are willing to sacrifice their political careers to do the 'right' thing.





So, a bicameral legislature with companion bills in House and Senate poses a significant obstacle to the enactment of legislation that would be beneficial to the public good at the expense of disgruntled local constituencies.
